world quest WANTED: Captain Volo'ren seems to not activate when i go near, so killing rare also doesn't count for quest
sometimes this type of bug happens to other rares but its not always the same. i dont remember name, but there is one in Stormheim at the north in a cave, one day it was bugged and one day it was working.

Additional Informationот тестера:
перед стартом атаки легиона в локации у локалок пропадает таймер и локалки становятся неактивными, их взять нельзя, как на видео
После окончания атаки всё приходит в норму

i do not have any addon active, you can see on NPC tooltip on bottom right that it is not the objective of the quest, and going there doesnt activate world quest because it does not appear on my quest list automatically
