Summary	0028530: Naval mission fails above 90% destroying ships
Description	WOD garrison naval missions were purposefully designed with expendable ships in mind and for players to have to risk non 100% success rates, however missions 90% and above were meant to still save and ships present on the missions. Just had a 98% chance mission fail and destroy a ship, something that isn't meant to happen in the first place.
Steps To Reproduce	Do a naval mission out between 90 and 100% chance and good luck getting the right result to test.

Buffs in play: human crew x2, equipment for being teamed with a submarine, zone buff from previous mission. Second image: The actual % chance only ends up being 92%, which wouldn't be too bad if ships weren't being lost above 90% which isn't meant to happen.
