Is your character a pandaren mage? A pandaren can buy all mounts from a vendor of his race, the only limit to use is character level. if the race is not pandaren, then reputation "Exalted" is required to access reputation mounts, if vendors of different races have insufficient reputation, either there is no trade dialogue at all or an empty window.
