Char name: Impactroar > worgen > female > alliance > herb garden level 2
                      Impactwords > night elf > female > alliance > herb garden level 1

Item doesn't lower the herb gathering time in the garrison herb garden. Item was in the inventory, i even tryed to equip it.
Also vendor Naron Bloomthistle ( https://www.wowhead.com/npc=85344/naron-bloomthistle ) does not sell this item.
