Hello! Everything in the chain is working correctly. After passing the quest https://www.wowhead.com/quest=39321/the-three , the NPC https://www.wowhead.com/npc=95410/lasan-skyhorn appears a little higher and further up the mountain. Quest can be taken (I am attaching a screenshot: https://egammi.net/image/SFLS ). There is no bug. I'm closing the topic.
