Good day! Gossip appears only with world quest on training or special quest for it. |

It appears alone. The First Arcanist NPC Thalyssra in Suramar gives a quest called Withered Training - Nightfallen. Check in this video. https://www.youtube.com/watch?v=FdTeJxYyIfs Minute 4:55. |
