Yes i made before 3 lvl upgrade whit 5000k gold and resource 2000. Now to finish quest need be complete tier 3 lvvl garison, and 2000 resource... but he not caunt that you made 3 rd upgrade garison.

1. You have 5k gold and 2k garrison resources
2. You took the quest https://www.wowhead.com/quest=36614/my-very-own-fortress
3. "Garrison resources gathered (2000)" quest criteria completed
4. "Upgrade your garrison to Tier 3" quest criteria not competed

Do you complete upgrade of your Great Hall on the Architect Table?

Sorry for late answer. We try to solve you problem, so, can you try to reset your garrison again to check is your problem solved or not?
And is it possible to record this process on video (in case something goes wrong)?
