| Description | Chi-ji Talent for Mistweaver monks has a problem it does not heal in raids all of it's healing is overhealing cause it only heals targets that are already 100% health or sometimes it heals people who used specific defensives. the fix is urgent cause monks have a problem with going oom and not having big aoe healing cds except revival and the class itself is handicapped in raids as of now. |

| Steps To Reproduce | Take Invoke Chi-ji The Red Crane Talent, use it in raids and it does not work sometimes it works in m+ but does not heal the full amount. |

| Additional Information | I have tested if it is a Visual bug for details it is not, wow logs show it's 100% overhealing or 99% depends I have tested it with Recount Scada and Details all of them say the same thing it does not heal people that are below 100% health. |
